Up to $5.4 billion in Federal Government COVID-19 rental relief funding is being made available to pay landlords of certain low-income renters due to non-payment resulting from COVID-19 financial hardships.  The State of California has requested from the Federal Government another $1.9 billion of additional funding.  However, only approximately $2.0 billion has been paid out to landlords.  Where’s the rest of the money?  When can landlords expect their applications to be processed and ultimately paid?

Jessica Hayes, Federal Program Specialist II at the California Business, Consumer Services, and Housing Agency

Jessica Hayes is a Federal Program Specialist at the California Business, Consumer Services, and Housing Agency.  She provides guidance and program implementation for federal funds, including CARES Act funding, economic development and rental assistance program development, and general federal program best practices.  Prior to starting her current position in 2018, she served for 3-years as a Project Manager for Michael Baker International and for 5-years as a Housing and Community Development Specialist for the City of Rancho Cordova.

Daniel Yukelson, Executive Director, Apartment Association of Greater Los Angeles

Daniel Yukelson is currently the Executive Director of The Apartment Association of Greater Los Angeles (AAGLA).  As Certified Public Accountant, Yukelson began his career at Ernst & Young, the global accounting firm, and since then had served in senior financial roles principally as Chief Financial Officer for various public, private and start-up companies.  Prior to joining AAGLA, Yukelson served for 12 years as Chief Financial Officer for Premiere Radio Networks, now a subsidiary of I-Heart Media, and then 3 years as Chief Financial Officer for Oasis West Realty, the owner of the Beverly Hilton and Waldorf Astoria Beverly Hills where he was involved with the development and construction of the Waldorf.  Yukelson also served for 6 years as a Planning Commissioner and for 3 years as a Public Works Commissioner for the City of Beverly Hills.

Matt Williams, Principal, Williams Real Estate Advisors.

Matt Williams is the Principal of Williams Real Estate Advisors, Inc., a full-service property management company that has approximately $150,000,000 of multifamily assets under management throughout Southern California.  While in college he was hired by Capmark Financial Group as an analyst. During the year he was there he analyzed $350,000,000 (7,500 apartment units) worth of multi-family loan requests on property financials for lenders such as Fannie Mae, Freddie Mac and Life Companies. In 2008 he was promoted to an Assistant Vice-President and transitioned out of commercial mortgage banking to apartment brokerage as Real Estate Investment Advisor with the Kitty Wallace Team at Sperry Van Ness.  From 2009-2011 he did free-lance consulting work for a local developer. And, then he started his current Williams Real Estate Advisors, Inc. which today currently manages 90 properties. His office is in Santa Monica.  In 2021, Matt joined the Board of Directors of the Apartment Association of Greater Los Angeles.

Ari Chazanas, Chief Executive Officer, Lotus West Properties.

Ari Chazanas is the Chief Executive Officer of Lotus West Properties based in West Los Angeles.  Lotus West Properties is a property development, investment and proactive property management firm specializing in multifamily apartment buildings located on the Westside of Los Angeles.  Over his 20 years as a real estate professional, Ari has acquired and developed dozens of apartment buildings, condominium projects and spec homes.  Throughout his tenure, Ari Chazanas has maintained a robust management infrastructure for his personal portfolio which has recently expanded to taking on 3rd party management.    The management team at Lotus West Properties is always available, 24/7 to address the needs of their clients promptly.  Lotus West Properties manages nearly 500 rental units.  Ari was raised in Los Angeles and attended UCLA where he graduated with a major in Economics. He lives in Brentwood with his wife Demetra and their 3 young girls.  He enjoys traveling, mountain biking and lap swimming in his free time.
