Los Angeles County Update: A Discussion with Supervisor Kathryn Barger

Supervisor, Kathryn Barger, joins us to discuss issues of importance to Los Angeles County’s housing providers, including crime, homelessness, housing regulations, and more! For years, Supervisor Barger and her family have owned multifamily rental properties – she’s on our side!
Los Angeles County has a Rent Stabilization and Tenant Protections Ordinance (RSTPO) that sets the maximum annual rent increase based on the changes in the Consumer Price Index (CPI) and provides tenants protections from evictions without just cause. The RSTPO also provides a process for property owners to seek relief if they believe they are not receiving a fair return on their rental units under the permitted maximum annual rent increase. Los Angeles County also requires rental property owners to register their properties under the County’s Rent which requires owners to provide rental unit information and pay annual rent registration fees.
In Los Angeles County, the Countywide eviction moratorium generally came to an end on December 31, 2022, although the County’s “no-fault” eviction prohibitions will remain in place for a segment of renters countywide until 2024. Additionally, while Los Angeles County’s rent increase freeze which applied to rent stabilized units in the County’s unincorporated areas ended on December 31, 2022, the 2023 allowable rent increases for rent-stabilized units in the County’s unincorporated areas are temporarily limited to a maximum of 3% generally or 5% for those units that fall within the definition of luxury units under the County’s Rent Stabilization Ordinance.
Fellow multifamily housing owner and Los Angeles County Supervisor, Kathryn Barger, joins us via webinar to discuss issues she is addressing throughout the County, existing and proposed regulations that have and may in the future impact the County’s housing providers, and lessons learned during the global pandemic. Kathryn Barger, Supervisor, 5th District
Supervisor Kathryn Barger proudly serves the residents of the 5th District — Los Angeles County’s largest — spanning over 2,785 square miles, which includes 20 cities and 83 unincorporated communities in the Antelope, San Gabriel, San Fernando, Crescenta, and Santa Clarita Valleys. Kathryn was born and raised in the 5th District and comes from a family with deep roots in public service. She is married to a retired sheriff’s deputy and lives in the San Gabriel Valley.
Dedicated to providing effective, responsive representation to the residents of Los Angeles County, Kathryn began her career in public service as a college intern in the office of former Supervisor Antonovich and rose to become his chief deputy in 2001, where she served until her election to the Board of Supervisors in 2016. She both served as Chair of the Board and was reelected for her second term in 2020. Building upon her work from her time as chief policy advisor on health, mental health, social services, and children’s issues, Kathryn continues to advocate for services and programs to improve the quality of life for foster children, seniors, veterans, those with disabilities, and those with mental illness.
Kathryn is committed to keeping our neighborhoods and communities safe, working with federal leaders, law enforcement officials, and judicial officers to implement vital public safety initiatives. She is an advocate for the environment and has spearheaded efforts to preserve open space and enhance parks, trails, and recreational programs and facilities, as well as libraries and after-school programs to serve local communities. She has hosted several trail rides and hikes to connect with the community throughout her district.
With a strong sense of fiscal responsibility, Kathryn is dedicated to providing vital county services while protecting financial resources as a responsible steward of taxpayer dollars. Kathryn serves on the boards of Metrolink, Los Angeles County Metropolitan Transportation Authority, North County Transportation Coalition, High Desert Corridor Joint Powers Authority, National Association of Counties’ Large Urban County Caucus, Southern California Association of Governments, Sanitation Districts of Los Angeles County, California State Association of Counties, Local Agency Formation Commission, and Los Angeles County Mental Health Commission.

Daniel Yukelson is currently the Executive Director of The Apartment Association of Greater Los Angeles (AAGLA). As Certified Public Accountant, Yukelson began his career at Ernst & Young, the global accounting firm, and since then had served in senior financial roles principally as Chief Financial Officer for various public, private and start-up companies. Prior to joining AAGLA, Yukelson served for 12 years as Chief Financial Officer for Premiere Radio Networks, now a subsidiary of I-Heart Media, and then 3 years as Chief Financial Officer for Oasis West Realty, the owner of the Beverly Hilton and Waldorf Astoria Beverly Hills where he was involved with the development and construction of the Waldorf. Yukelson also served for 6 years as a Planning Commissioner and for 3 years as a Public Works Commissioner for the City of Beverly Hills.
