Real estate attorney, Frank Kopcinski of Carmel & Naccasha LLP in San Luis Obispo, joins us for an important update on 2019’s Tenant Protection Act, better known as Assembly Bill 1482, and he also will discuss the several new laws impacting landlords, and will be taking your questions!

California's Tenant Protection Act of 2019 is a state law that provides residential renters with Rent Control and Just Cause for Eviction protections when a local jurisdiction does not already provide such protections. The Tenant Protection Act is applicable to most multifamily rental properties constructed more than fifteen years ago with a few exceptions such as duplexes where the owner is one of the occupants. In certain circumstances, the Tenant Protection Act applies to single-family residences held by corporate owners. The Tenant Protection Act imposes annual limitations on rent increases, the payment of relocation fees, and just cause eviction rules for rental properties covered under it. Since is effective date on January 1, 2020, there have been certain proposed changes such as this years Senate Bill 567 that expands the protections under the law’s just cause eviction rules.

Frank Kopcinski has practiced law in Imperial, Los Angeles, Riverside, and San Luis Obispo Counties in California, as well as in several counties in Iowa. He gained legal experience while attending UCLA School of Law by administering Bet Tzedek’s Spanish-Language Conservatorship Clinic and assisting with an appeal to the Supreme Court of Argentina in a children’s rights case. After law school, he started his career as a licensed attorney at California Rural Legal Assistance’s (CRLA’s) Coachella office. Then, he worked for the Iowa Civil Rights Commission, where he processed hundreds of housing, employment, and public accommodation-based civil rights complaints through investigation and mediation. Frank moved to the Central Coast in 2018, to take a position as the Directing Attorney at CRLA’s San Luis Obispo County office. Frank has worked on and supervised hundreds of landlord/tenant disputes, which included representation of clients in unlawful detainer proceedings and pre-eviction settlement negotiations in various housing contexts. Additionally, he litigated California state court claims involving employee housing issues ranch hands experienced in rural San Luis Obispo County. Frank joined Carmel & Naccasha LLP in 2022 and now has almost 10 years of experience in employment law, general civil litigation, landlord- tenant law, and Americans with Disabilities Act (ADA) and Fair Housing Compliance cases.

Daniel Yukelson is currently the Executive Director of the Apartment Association of Greater Los Angeles (AAGLA).  As Certified Public Accountant, Yukelson began his career at Ernst & Young, the global accounting firm, and throughout his career, he has served in senior financial roles principally as Chief Financial Officer for various public, private and start-up companies, including more recently for 15-years as Chief Financial Officer of Premiere Radio Networks, the largest U.S. radio network and now subsidiary of iHeart Media, and for nearly 4-years as Chief Financial Officer of Oasis West Realty, the owner of the Beverly Hilton and Waldorf Astoria Beverly Hills where he was involved in the construction and opening of the Waldorf Astoria.  He served as a planning commissioner, serving one year as Chairperson, and as a Public Works Commissioner in the City of Beverly Hills.
