The “Property Management Masterminds” (a/k/a, The Southland’s Top Property Managers): Best Practices for Handling Those ‘P.I.A.’ Inspections

Both the City of Los Angeles and the County of Los Angeles (for unincorporated areas) require regular inspections of rental properties. The newly created County of Los Angeles inspection program known as “Los Angeles County's Rental Housing Habitability Program (RHHP)” and the City of Los Angeles’ Systematic Code Enforcement Program (“SCEP”) were devised to ensure rental housing stock is safe and habitable. In effect, the programs have basically been created as an anti-slum lord programs.

However, when speaking to most housing provides about SCEP, which has been around since 1988, many multi-family property owners are upset by SCEP because Los Angeles Housing Department (LAHD) inspectors routinely write citations for minor cosmetic issues and misquote building codes that they do not understand. LAHD inspectors are not the Los Angeles Department of Building & Safety inspectors– and they usually do not have a construction background.

Kari Negri is the Chief Executive Officer of SKY Properties in Toluca Lake.  Throughout her career, Kari has been at the forefront fighting for the rights of rental property owners. Matt Williams, Principal, Williams Real Estate Advisors

Matt Williams is the Principal of Williams Real Estate Advisors, Inc., a full-service property management company that has approximately $150,000,000 of multifamily assets under management throughout Southern California.  While in college he was hired by Capmark Financial Group as an analyst. During the year he was there he analyzed $350,000,000 (7,500 apartment units) worth of multi-family loan requests on property financials for lenders such as Fannie Mae, Freddie Mac and Life Companies. In 2008 he was promoted to an Assistant Vice-President and transitioned out of commercial mortgage banking to apartment brokerage as Real Estate Investment Advisor with the Kitty Wallace Team at Sperry Van Ness.  From 2009-2011 he did free-lance consulting work for a local developer. And, then he started his current Williams Real Estate Advisors, Inc. which today currently manages nearly 150 properties. His office is in Santa Monica.  In 2021, Matt joined the Board of Directors of the Apartment Association of Greater Los Angeles.

Joel Rodstein, President, North Oak Property Management, Inc.

Since joining the company in 2005 he has successfully assisted in the implementation of lease up programs for many multifamily projects.  He has also leased and re-signed over 100,000 square feet of commercial real estate which included Retail, Office, and Light industrial spaces. Mr. Rodstein is a licensed Real Estate Broker in the state of California and is a CPM® candidate. He has also obtained his RRP (Repairs, Renovation, and Paint) designation from the EPA which is necessary for all pre 1978 multifamily properties.  Joel graduated from the University of California, Santa Cruz with a degree in Business Management with emphasis in accounting.

Paul Tennen is the President of Linder & Associates, a real estate management and maintenance firm based in Los Angeles. Upon graduation from the University of Southern California, he worked as investment specialist for Total Investment Real Estate Brokerage, and  was later recruited as senior advisor for Sperry Van Ness, a nationwide real estate brokerage, specializing in the acquisition, management, and sale of multifamily and retail properties. In 2012, Paul purchased Linder & Associates, a property management and maintenance company.

Daniel Yukelson is currently the Executive Director of The Apartment Association of Greater Los Angeles (AAGLA).  As Certified Public Accountant, Yukelson began his career at Ernst & Young, the global accounting firm, and since then had served in senior financial roles principally as Chief Financial Officer for various public, private and start-up companies.  Prior to joining AAGLA, Yukelson served for 12 years as Chief Financial Officer for Premiere Radio Networks, now a subsidiary of I-Heart Media, and then 3 years as Chief Financial Officer for Oasis West Realty, the owner of the Beverly Hilton and Waldorf Astoria Beverly Hills where he was involved with the development and construction of the Waldorf.  Yukelson also served for 6 years as a Planning Commissioner and for 3 years as a Public Works Commissioner for the City of Beverly Hills.
