In-Depth Analysis: Beverly Hills Rent Stabilization Ordinance, Water and Waste Hauling

First in a series…Join us as we take a “deep dive” into everything Beverly Hills and get updates on the city’s Rent Stabilization Ordinance, rent increases and pass-throughs, water rates, and trash hauling rates and compliance. If you own rental property in Beverly Hills or are thinking of investing there, you do not want to miss this webinar.

Beverly Hills is now one of dozens of California cities that impose some form of rent control. The Rent Stabilization Division administers and enforces the city's Rent Stabilization Ordinance (RSO), which requires that all multifamily rental properties consisting of two or more residential units comply the RSO (unless exempted). The Beverly Hills RSO places limitations on annual rent increases and imposes “just-cause” eviction rules in addition to requiring annual registration of all rental units subject to the RSO.

Beverly Hills provides a water utility and waste hauling services to all residential properties within the city. Recently, in response to draught conditions and new state laws, the cost of water and waste hauling have increased, and further increases are anticipated for and have, in some cases, been approved for future years. Due to draught conditions, the city has implemented a water rate structure and communications program with the goal of encouraging water conservation. Additionally, new state laws passed in recent years require higher diversion for recyclables, including “green” waste which will increase waste hauling fees.

During this webinar, we will get an update on the city’s RSO from the head of the Rent Stabilization Division, Helen Morales. Ms. Morales will discuss recent changes to the city’s RSO, the status of allowable rent increases and “pass-through” costs for capital improvements, cancellation of the eviction moratorium, and seismic retrofitting. We will also be joined by Debby Dunn who oversees the city’s water utility and serves as the city’s lead water conservationist, who will tell us what to expect in terms of water rates and some tips on how conserve our precious water resources. Lastly, we will be joined by the city’s solid waste manager who will discuss our new, state laws and how these will impact Beverly Hills’ property owners. As always, “Q&A” to follow.

Helen Morales, Director of Rent Stabilization, City of Beverly Hills

Helen Morales has been the Director of Rent Stabilization since 2018. Prior to her tenure at the City of Beverly Hills, she had held management positions in local government for over 14 years, serving previously with the City of Los Angeles in the Housing and Community Investment Department (now the Los Angeles Housing Department) where she managed the Rent Stabilization and Foreclosure Registry Programs. She also worked for the Los Angeles County Community Development Commission, establishing, and managing the public housing integrity and fraud detection program and worked as an administrative hearing officer.

Debby Dunn, Water Conservation Administrator, City of Beverly Hills

Debby Dunn (Figoni) is an enthusiastic advocate for the environment with a passion for educating her community about water use. In her work as the Water Conservation Administrator for the City of Beverly Hills and teaching water wise landscaping in other municipalities, Debby has assisted over 12,000 residents and business owners in becoming more efficient water users. She is a Master Gardener and has created award winning landscapes that are attractive to people and wildlife. Debby brings her experience to audiences in a fun, relatable way, and empowers her students to use water wisely as they create and maintain their own landscapes.

Colonel Burnley, Solid Waste Manager, City of Beverly Hills

Colonel Burnley manages the solid waste, street sweeping, and environmental maintenance operations at the city. He has served in his current position as the city’s Solid Waste Manager for the past 11 years, but he has been in the solid waste industry for over 29 years, including working for the cities of Burbank and Culver City. He has completed coursework from Valley College and West Los Angeles City College, and has served as the Los Angeles Regional Agency Vice Chairperson and Treasurer.

Moderator:  Daniel Yukelson, Executive Director, Apartment Association of Greater Los Angeles

Daniel Yukelson is currently the Executive Director of The Apartment Association of Greater Los Angeles (AAGLA).  As Certified Public Accountant, Yukelson began his career at Ernst & Young, the global accounting firm, and since then had served in senior financial roles principally as Chief Financial Officer for various public, private and start-up companies.  Prior to joining AAGLA, Yukelson served for 12 years as Chief Financial Officer for Premiere Radio Networks, now a subsidiary of I-Heart Media, and then 3 years as Chief Financial Officer for Oasis West Realty, the owner of the Beverly Hilton and Waldorf Astoria Beverly Hills where he was involved with the development and construction of the Waldorf.  Yukelson also served for 6 years as a Planning Commissioner and for 3 years as a Public Works Commissioner for the City of Beverly Hills.
