This past November, Ballot Measure H in the City of Pasadena passed by a majority of voters imposing rent control and tenant protection rules on the City’s rental housing providers. Under Pasadena’s new rent control law, annual rent increases are limited to just 75% of the annual change in the Consumer Price Index (CPI) which CPI will be announced every September 1st by the newly established Rent Control Board. Additionally, any tenant eviction now requires the property owner to provide “just cause” for initiating the eviction process.

Join us for important updates on the City of Pasadena’s new rent control ordinance and the recently established Rent Control Board. Vice Mayor, Felicia Willaims, joins us to discuss issues of importance to Pasadena’s housing providers, including crime, homelessness, housing regulations, and more!

This past November, Pasadena voters passed strong rent control and eviction protections by a 7.6% margin! Landlords can only raise a tenant’s rent once per year and at a rate that is no more than 75% of the annual rate of inflation. Under the new ordinance, rent was rolled back to the rent that was in effect as of May 17, 2021, regardless of how much the rent may have increased since then. For tenants who moved in before the May 17th date, housing providers are restricted to a 6% rent increase, and for tenants who moved in after that May 17th date, the allowed increase ranges from 0.5% to 5%, depending on the exact month the tenant’s took occupancy.

Included in the new ordinance are “just cause” eviction protections, a Rent Control Board which was recently established by the City, and a rental registry.

Felicia Williams, Vice Mayor, City of Pasadena

Vice Mayor Felicia Williams was born and raised in Pasadena and elected to the City Council in 2020. She currently represents the City as the Vice President of the Burbank-Glendale-Pasadena Airport Authority and on the Executive Board of Foothill Transit.  Prior to joining the Council, Felicia served on several City Commissions, including Chair of the Planning Commission Chair, and on multiple non-profit boards, including Wescom Credit Union.

Felicia has a 20+ year career in public policy and finance. She began her career at Kosmont & Associates in Los Angeles structuring real estate and redevelopment transactions for cities and processing land use approvals for large projects. After receiving her MBA, she worked as an investment banker structuring corporate bonds/syndicated bank loans at Goldman Sachs, and municipal bonds. Felicia’s municipal finance work focused on property tax/assessment districts and environmental projects (water, sewer, solid waste, clean energy). Currently, she owns a consulting firm working with municipal clients, mainly in Los Angeles County and San Gabriel Valley, on financing infrastructure projects and economic development.

Vice Mayor Williams attended Polytechnic School in Pasadena and received her B.A. from Stanford University in Public Policy, M.A. in Urban Planning from UCLA, and M.B.A. from The University of Michigan Ross School of Business.

Daniel Yukelson, Executive Director, Apartment Association of Greater Los Angeles

Daniel Yukelson is currently the Executive Director of the Apartment Association of Greater Los Angeles (AAGLA).  As Certified Public Accountant, Yukelson began his career at Ernst & Young, the global accounting firm, and throughout his career, he has served in senior financial roles principally as Chief Financial Officer for various public, private and start-up companies, including more recently for 15-years as Chief Financial Officer of Premiere Radio Networks, the largest U.S. radio network and now subsidiary of iHeart Media, and for nearly 4-years as Chief Financial Officer of Oasis West Realty, the owner of the Beverly Hilton and Waldorf Astoria Beverly Hills where he was involved in the construction and opening of the Waldorf Astoria.  He served as a planning commissioner, serving one year as Chairperson, and as a Public Works Commissioner in the City of Beverly Hills.
