The Los Angeles County Development Authority (LACDA) Now Offers YOU Many New Landlord Incentives

There’s a new Emergency Housing Voucher (EHV) program available to Los Angeles County’s rental housing providers!  On May 12, 2021, the Los Angeles County Development Authority (LACDA) accepted 1,964 Emergency Housing Vouchers (EHVs), as part of an allocation of 70,000 vouchers issued to public housing authorities nationwide, by the U.S. Department of Housing and Urban Development (HUD).  The new EHVs were allocated as part of the American Rescue Plan Act, with the intent of assisting individuals and families most in need and for whom providing rental assistance.

YOU may be eligible for the new EHV program.  To help expand the opportunities and incentives for landlords within the Los Angeles County region, the LACDA, the Housing Authority of the City of Los Angeles, the City of Norwalk, and the City of Pasadena have agreed to allow EHV participants to search for rental units in each other’s jurisdictions.  If you have an available unit in one of those jurisdictions, you are eligible to participate and receive substantial incentives.

The Incentives are substantial.  LACDA is offering these and other financial incentives to participating housing providers: (i) Up to $2,500 sign-on bonus; (ii) Up to $5,000 or up to three months’ rent (whichever is less) as a one-time reimbursement for new contract inspection repairs; (iii) Rental application fees; and (iv) Tenant utility deposit reimbursement.

Veronica Alvarez, Program Specialist III, Los Angeles County Development Authority (LACDA)

Veronica Alvarez currently serves as a Customer Services Representative for the Los Angeles County Development Authority (LACDA). Ms. Alvarez also has served as a Housing Choice and Project-Based Voucher Case Manager in previously held positions within the agency.  In her current role, Ms. Alvarez is responsible for providing general/educational information pertaining to the LACDA’s housing assistance policies, procedures, and incentive programs.

Dominic Vargas, Program Specialist III, Los Angeles County Development Authority (LACDA)

Dominic Vargas has over five years of public service experience and currently serves as a Homeless Incentive Program (HIP) Housing Advisor for the Los Angeles County Development Authority (LACDA).  In his role, Mr. Vargas is responsible for conducting owner outreach and providing educational information regarding the LACDA’s housing subsidies, incentives, and reimbursements to owners.

Daniel Yukelson is currently the Executive Director of The Apartment Association of Greater Los Angeles (AAGLA).  As Certified Public Accountant, Yukelson began his career at Ernst & Young, the global accounting firm, and since then had served in senior financial roles principally as Chief Financial Officer for various public, private and start-up companies.  Prior to joining AAGLA, Yukelson served for 12 years as Chief Financial Officer for Premiere Radio Networks, now a subsidiary of I-Heart Media, and then 3 years as Chief Financial Officer for Oasis West Realty, the owner of the Beverly Hilton and Waldorf Astoria Beverly Hills where he was involved with the development and construction of the Waldorf.  Yukelson also served for 6 years as a Planning Commissioner and for 3 years as a Public Works Commissioner for the City of Beverly Hills.
