California’s rental housing providers are constantly under attack. Each year, dozens of harmful housing regulations are proposed in Sacramento, and locally, we face constant attempts to lower annual rent “caps,” the expansion of tenant protections, new fees and taxes, and with all that, increased risk.
In November 2024, rental housing providers once again faced and overcame a destructive ballot measure, Proposition 33, initiated and funded by a well-known and controversial adversary, Michael Weinstein, the President of the AIDS Healthcare Foundation. Had this statewide ballot initiative passed, it would have eliminated the many protections rental housing providers have today under the Costa-Hawkins Rental Housing Act by giving full control over rent control regulations to local governments.
Had this proposed initiative passed, the result would have been disastrous because local jurisdictions would have imposed price (rent) controls on vacancies when rental units voluntarily turnover (e.g., called “vacancy control”) and would have also imposed rent control on single-family homes and condominiums, rented bedrooms, accessory dwelling units, and on newly constructed residential buildings.
The Apartment Association of Greater Los Angeles and the members of a statewide coalition launched a strong opposition to this attack on our livelihoods, and fortunately, Proposition 33 was defeated by a two-thirds majority. But, in order to defeat Proposition 33, and two previous initiatives, Propositions 10 and 21, it took a significant amount of money. We need funds so that we are ready to take up the next fight. Join With the Apartment Association of Greater Los Angeles for the Next Battle
Rent control battles are already brewing in local jurisdictions throughout Southern California. Potential new rent control battlegrounds include cities like Ventura, Burbank and Glendale, but unfortunately, it will not stop there. We can win these battles with your support, both by helping us with your advocacy (emails, phone calls and letters, etc.) and through the contributions you make to the AAGLA Issues PAC.
For example, in December 2022, Measure H, the Pasadena Fair & Equitable Housing Charter Amendment, was approved by voters, implementing some of the most draconian and restrictive new rent control regulations within that city. Had property owners there heeded our call to action and helped us by adequately funding AAGLA’s opposition efforts, Measure H would have been easily defeated, just the same as Proposition 33. Unfortunately, Pasadena’s Measure H won by a slim majority. But there’s still time to do something about it. With adequate funding, together, we can launch a new ballot measure in Pasadena to mitigate the most destructive and harmful aspects of Measure H. Playing in the California political swamp is not free…it takes money and drive to prevail. Help us by contributing to the AAGLA Issues PAC. Please!
There are clear policy solutions that can and would help alleviate California’s affordability crisis and severe shortages affecting the state’s housing market, but voters have made it clear again that expanding rent control is not the right solution. Necessary policy change will only come if and when the business, housing, and advocate communities come together, and create comprehensive and long-term solutions that bring certainty and predictability to the rental housing market that will result in the creation of more affordable housing for all Californians.
The pendulum has clearly swung too far in one direction with oppressive, local rent control and tenant protection regimes making our ability to provide safe and affordable housing more difficult, risky and costly – we literally need to “blow-up” nearly 5-decades of oppressive regulations and take a more balanced approach so everyone can win, housing provides and renters alike. By giving to the AAGLA Issues PAC, we can be proactive and seek the changes we need to survive and thrive in the rental housing business.
More on Defeating 2024’s Proposition 33 – It Took Money and a Collaborative Effort.
The “NO ON 33” prevailed, and the measure went down in a resounding defeat. In the final tally, Proposition 33 failed by more than a 20-point margin. Michael Weinstein and the AIDS Healthcare Foundation were defeated for a third time! And what a victory it was for ALL in the rental housing business…No on 10…No on 21…No on 33…The results were amazing! We did it.
This time around, however, it took us, California’s housing providers, more than $100 million to defeat Proposition 33. Proponent Michael Weinstein had put up in excess of $50 million in seeking passage of his extremely destructive ballot measure. Without the help of rental housing providers throughout California, we would have faced devasting regulations and very little chance of survival in the housing business. Our property values and livelihoods would have been doomed. So please, let’s ensure we are ready to take up the next fight and the challenges we face.
