Expert Perspective: Our political strategist, Tony Russo, who was responsible for the successful opposition to previous rent control ballot initiatives, Propositions 10 and 21, will discuss the opposition campaign strategy and how you can help us to defeat the proposed ballot initiative. Our Sacramento-based state lobbyist, Kate Bell, will provide an update and briefing on the current legislative session and discuss proposed new laws that were passed

- Kate Bell, founder of Kate Bell Strategies, is known as one of California’s most effective lobbyists before the Legislature and Administration, with nearly two decades of representing clients in industries such as aviation, cybersecurity, education, business, health, housing, procurement, taxes, and technology. Before founding Kate Bell Strategies, Kate was a partner at Capitol Advocacy, where she led the firm’s tax and procurement practices. During her time at the firm, Kate won several multi-million-dollar tax refund claims, negotiated settlements, developed effective policies and new business incentives, and represented clients before the Board of Equalization, California Department of Tax and Fee Administration, Franchise Tax Board, Governor’s Office of Business and Economic Development, and the Office of Tax Appeals. She also worked on taxability issues, tax regulations, and tax reform before the Legislature.
- Anthony Russo, a partner at Russo McGarty & Associates, leader in government relations, political strategy, and public policy. Anthony has a 26-year track record in government relations, political strategy and public policy. He specializes in providing strategic consulting to major corporations, professional associations, and initiative campaigns. Anthony previously was Group Senior Vice President of Corporate Affairs for the Irvine Company, one of the nation's largest private real estate companies, where he had responsibility for government affairs, political action, branding, and communications. Anthony participated in several successful political efforts including the opposition to Proposition 10 in November 2018 and Proposition 21 in 2020. Anthony graduated Phi Beta Kappa from the University of Southern California with a master's degree in public administration and a bachelor's degree in political science.
