PD Editorial: Don’t Rush to Pass Tenant Relocation Costs in Healdsburg

Five low-income families in Healdsburg will have to move by the end of April so the new owner of their apartment complex can make renovations. In a tight housing market, it’s a hard-luck story — but hard cases can make bad law.

The Healdsburg City Council is considering an ordinance that would require landlords to pay a relocation fee of up to $7,000 to any tenant who is forced to move by an eviction without cause or a rent increase of 10 percent or more during a 12-month period. Supporters hope the city adopts the ordinance in time to assist the five families facing relocation.
