“Winners: Low-income tenants in below market rentals whose owners do not sell. High-income tenants who will never have to buy a house. Tenants who become landlords and sublet at market rates. Bad tenants who drive neighbors crazy but stop short of criminal activity and cannot be evicted.

Losers: All mom-and-pop landlords. Tenants who are displaced because their rentals are sold to owner-occupiers. Elderly and disabled tenants who will find it more difficult to secure housing because of their privileged status. Tenants evicted or driven crazy by abusive tactics of bad mega-landlords. All future residents and UCSC students looking for rental housing in a climate of high demand and reduced supply. The losers clearly outnumber the winners. And only one of the winners deserves any sympathy.”
